Why does he?
You can especially hear it when he says "Calrissian, take the princess and the wookieee to my ship." And "I am altering the deal, you should pray I don't alter it any further." And also, "Your destiny lies with meee Skywalker."

It may be because Kershner recorded all of Vader's lines first, to give JEJ an idea of what he wanted him to sound like. He talks about it on the audio commentary and man, did he growl!

Lightsabre you just managed to meld Vader and the foul and dreaded Deamon Zombie Baron Pirate Le'Chuck.
For what it's worth, yeah Vader does talk a bit funny in ESB but it's more like an extravageted Nosferatu stand-up comedy act than a pirate. I always wondered if they did it as an inside joke or not. It does mess up the scenes a bit.

Well it does help that I was playing to the other day, though I did get lost in the bone rooms.
here's a game, change Vader's lines to havehim talking like a pirate!
For the uninformed, the lines are "I am your father" except Le Chuck says brother and a parody of Luke removing the mask at the end of ROTJ
