It's obviously his old girlfriend, F3PO, back for revenge after he left her back on Naboo, and never even sent a card, the cheeky bastard.
What? That isn't an option? *sigh* Fine.
While that grassy knoll looks pretty suspicious, I think I'll go with stormtrooper, in what is perhaps the last time they'll ever strike a nigh-fatal blow on a main character.

Ya when c-3po sayed "storm troopers here" that clearley says that is was the storm troopers
But on the other hand it could also be the ugways or however you spell it beacuse they were the ones that where working in the place where he got shot But it all i have to go with the storm troopers

EDIT: The only other possibility I see would be an Officer that was accompanied by Stormtroopers - to explain the unfiltered gruffy voice.
Maybe the Officer only talked, but a Stormtrooper actually fired the shot.

Only gruffy in the original version...which means there's a third possibility with there being a different fellow with the goofy voice from the SE/DVD ::)
