Because he is a slave to han. Slaves dont get medals or money or anything. They do what they're told.

The RL reason is that Carrie couldn't reach his neck.
The EU has come up with something about wookies not believing in medals.
He did get one eventually, at the MTV awards a few years ago Carrie Fisher gave him one.

Ok this is how I always justified it, and it works if you look at it this way:
When they are walking down the aisle, and Chewie turns his head and roars, all the soldiers do an about face as if on cue.
After Luke and Han get their medals, Chewie roars again, and then everyone goes crazy clapping and hootin' and hollarin'.
It always seemed to me that Chewie didnt get a medal because he got a different honor - he was basically the Master of Ceremonies and was directing the whole thing. He didnt need no stinkin' medal.

Chewie did not get a medal because he made a pass at leia and she was upset. This was not a good thing to do.

I had heard that off camera Leia tried to give chewie the medal but he got real upset. Sort of like the time when Luke tried to put the handcuffs on Chewie in ANH. She reached up to give him the medal and he kind of slapped Leia's hands away and growled a little.

Well, she did say "I'd rather kiss a Wookiee".
So, either she's got the hots for Chewie or she thinks that's the biggest insult imaginable, which doesn't bode well for the medal thing.
Did you see how she was fawning over Chewie in the Holiday Special. Something special was going on there, you bet. Her face had that "I just got some" look.
