Theodore Roosevelt, while Secretary of the Navy, urged McKinley to take action against the Spanish after the accidental sinking of the
U.S.S. Maine
, even when the Spanish offered to give into all of the United States' demands. Thanks to the sensationalist press and the false assertion that Spanish terrorists were responsible for the
Maine
's sinking, Congress and McKinley listened to Roosevelt. By his own admission, Roosevelt loved war and thought it was "glorious."
FDR recognized the inevitability of America's entry into WW2, and wanted to circumvent the isolationist views of much of the government to help the British resist the German advance; it was "lucky" for FDR that Pearl Harbor happened, prompting even most of the isolationists to favor war with the Axis powers. War between the Spanish and the United States in 1898 wasn't inevitable at all, nor was the Spanish government interested in such a confrontation.

If there were no political parties, elections would be utter chaos, with the winner usually having less than 5% of the vote.
