They're so driven by their attachment to duty that it's almost like duty has become a religion, or the entire foundation of their government and society.

Within their own little sphere of existence, you could probably say that the Chiss have achieved perfection. But when you add in all those outside factors - what if humans try to fit in, what if someone wants to open diplomatic relations, etc - then they seem to struggle quite a bit with those forces.
