Didn't really watch either, but I'm going to go with Seinfeld because I rarely found Frasier funny at all.

If it was Seinfeld and Cheers this would be different, but I thought Seinfeld was better just by a bit over Frasier.

Seinfeld by far.
Frasier was great for a few years, but ran out of ideas fast.
A more overall ranking:
1. Seinfeld Season 4
2. (tie) Cheers Seasons 1-5 (Diane) and
Seinfeld other seasons
4. Frasier Seasons 1-3/4
5. Cheers Seasons 6 to end (Rebecca)
6. Frasier later years.
Season 4 of Seinfled was simply the funniest thing ever created.
