Round 2 - Build Phase complete. Since no-one is in a position to combat, the combat phase is complete.
Reinforcement phase has begun. Send your instructions within 24 hours. Within this phase, you can create medics at your medical centres or create troops at your barracks. 1 medic and 10 troops can be made, if you choose to do so.

Is it not currently impossible for any teams to build from their barracks considering that the two cycles required for their creation has not yet passed?

Considering the first few rounds would normally go slowly, which would quickly cause the game to fall into boredom land long before it's even started, i'll disregard the build times for the first lot of buildings created. Every building created from here on in will refer to the build times as mentioned previously.
A quick apology, as well, for not being available the past few days. Very early starts for stocktake at work has drained the brain. Reinforcements and movements for round 2 can be pm'd, if not already done so, by everyone and I'll update as I go. Anyone who wishes to create a scout can do so instead of the 10 troops that normally will be created from your barracks, just let me know.
EDIT: Can I also request that every future PM you send to me include 'Round 2:' followed by the cycle(s) (i.e. build, combat, reinforcement and/or movement), just to make it a little easier to collate each PM recieved. Thank you.

Yes, if you haven't already, send in your reinforcement orders for phase 2 and they will be available at the beginning of phase 3.

Attack of the Clones was released May 16, 2002. Star Wars: Republic covered the Clone Wars starting Jan 22, 2003. What's the next big Star Wars project? Star Wars: The Clone Wars. Fall 2008.

Sounds to me like maybe this is just too hard to run. I am always game to host Risk if that would be better and easier to do.
