I figured that out when I started seeing women at conventions wearing nothing but netting over their chests.
The PG-13 rating didn't yet exist in the US when RotJ came out. It was introduced in 1984. The only options then were PG and R, and I guess the censors figured some brief boobage in an otherwise fairly kiddie movie wasn't enough to warrant an R rating.
I don't think American censors got quite as crazy about nip slips back then as they do now, either.
