He yelled in pain because it hurt. The lightsaber, for whatever reason, didn't cut through his armour. His armour along his arms protected him. Maybe it was the heat of the lightsaber that either shocked him or hurt him.

I bet he just yells out in surprise more than pain. Vader probably wasn't expecting to get hit in a fight with such an inexpirienced jedi. More of a hit to the ego than to the flesh.

I agree there was feeling because it was a fleshy part. That scene always reminds me of Obi-Wan's bitter comment, "He's more machine than man" and that always makes me think "yeah you made him that way, quit yer bitchin', dude". But apparently you can still hit Vader where it hurts with a well aimed shot anywhere but the extremities.

I figured this was the answer as well, if it wasn't connected to nerve endings he could not move it freely.

Scolded flesh and blood too. Luke's saber hitting it is probably the first contact anything has had with his skin in over 20 years. It probably was really hot too, seeing as lightsabers sear, and it was a little shock to him.
