Eh, if Palps wore a silver mask (like some other ruler who had leprosy in a movie I cant recall), he would have been much more popular.

Kingdom of Heaven, i agree to an extent, since he does like like any old dark Jedi, and from that point his achievements are lacking, especially when compared to the ancient Sith Lords.

Palpatine is an enlighted, wise leader. His popularity reaches 99% among respectful, lawful citizens of the empire. The criminality rates are almost 0, the political stability is adamant.
Unfortunately our point of view in the OT is the terrorist's view, that want to overthrow him and establish a new corrupted government with the disguise of a democracy with only goal to get rich and do lawless business under the protection of their "supposed" heroism. When Palpatine died, the whole galaxy mourned and cried. Especially those who could foresee the return of the arrogant, suppressive Jedi.
Good point.

Did we watch the same movie? I could have sworn I saw celebrations, balloons, statues of Palpatine being knocked down, cheerings, Stormtroopers being thrown around, Imperial shuttles leaving, and the Jedi Temple still standing with search lights on it

But count the number of people you see cheering at the end of ROTJ versus the number of people you see cheering at the end of ROTS when Palpatine took power. (Ewoks and Gungans dont count, they had no idea what was going on anyway) More people were cheering in ROTS.

The empire was opressive, if you actually watch the end of ROTJ, many diffrent planets are full of people cheering.

Look at the scenes objectively on their own. On Bespin, it looks like the mob is fighting with each other. On Tatoonine everyone is just in confusion on market day (Watto may be having a going out of business sale). On Naboo, the Gungans have gone wild dancing on the roofs. The crowd is watching a spectacle, and may be urging the Gungans to jump. On Coruscant there is looting and vandalism, and fireworks always draws a crowd.

I prefer my point of view, where the Naboo are encouraging the Gungans to jump. Dont spoil it for me.

Who was cheering at the end of ROTS? If you mean the Senate, listen closely, it's not that loud of a cheer compared to as big the Senate is. Not to mention there are armed guards everywhere. Sidious had most of the senators killed on Mustafar or during the war, others were arrested as part of the 2000 Delegation. Seriously, Valorum's impeachment got more applause.

OBI-WAN: No, I don't think so. The Chancellor will not be able to control the thousands of star systems without keeping the Senate intact.

I was being flippant.
But it does raise a decent enough question - one that I do not have a good answer for.
