This is consistent with Lucas combining two different things to make one; Father Skywalker and Vader in ESB, Leia and sister Skywalker in ROTJ, Dooku and Sith Lord in AOTC. There's a definite pattern here.

I don't know about the time-frame in Return Of The Jedi, but I did notice Mark Hamill's
early 1980's hairstyle. With that flat wave against his forehead.
The blonde guy in Karate Kid who bullies Daniel-son had the same hairstyle.
