Yeah, the EU often leaves me scratching my head in wonder. I feel like some of the authors never saw the movies. The Empire didn't need the DS - it was just another way to tighten their grip on the universe. But I think they could have easily achieved that without it, just with the force.

The lower levels of canon may, at times, be fun and interesting, but they are not necessarily logical.

To answer the question and based only on the films.

Between RotS and ANH the senate did exists and while it did not have all that much power it maintained the illusion of democracy and the systems felt that they had some say in what was going on.
Once the DS was ready Palpatine dropped the pretense of democracy and wanted to rule through force and fear and the DS was key in that. It is obvious that the ISDs alone would not be enough to put fear into every planet in the empire. The DS could do destruction on a scale unheard off and that is what would keep the systems in line.
Some of the imperial officers were stunned that the emperor dared to disband the senate and worried that he would not be able to mantain control without it. One does wonder what happened after ANH, the emperor had taken off the kid gloves and showed himself for what he really was but then he lost the DS. One would think that this loss would shake the empire rather badly and many worlds would rally to the rebels help.

As far as the EU goes, some of the firepower figures are to me totally ridiculus. According to some 4-5 ISD's could do what the DS did only it would take perhaps a day or two.
If so then what was the point of the DS indeed?
