ROTJ Imperial Dignitaries: who are they???

When I first saw ROTJ years ago, I mistakenly figured that those robed, silent Dignitaries/Advisors hanging around Palpatine (he even turns to talk to them in his throne room) were kinda important. Instead, they seem to be the most mysterious of all the characters from the Classic Trilogy. Who are they? Only three have been identified. Who played them? Nobody seems to know anything about that. What did Palpatine turn to talk to the two in the throne room about? Any info on these characters is appreciated!

Ther's also Kren Blista-Vanee (who come to think of it, was heavily mentioned in the Shadows of the Empire Sourcebook). Still, that's only half the Dignitaries. I really want to know more about the one wearing the blue smock and the big black, phallicaly shaped cap. That has to be the worst Star Wars costume ever.

Just some of Palpatine's sycophants. While I know he has such people to deal with back on Coruscant, I always thought they were a bit misplaced appearing on the DSII before the "final destruction of the Alliance". Palpatine should have appeared more of a solitary figure.

I figured that they were talking about some mundane political matter that had to be dealt with. For some reason, I don't think they were discussing Luke or the plans for the Alliance.
Anyway, as far as I know they give the Emperor advise, and then passes on his orders to the Moffs. The dignitaries make sure that the Emperor's dictates are followed and that the moffs don't stray too far from central imperial policy.
