No, he steps on his tail because Ford was walking behind the fat Irish bloke who played Jabba the Furry Human in 76 and Jabba the Hutt's tail got in the way in 96.
You're right if you apply it to Jabba's specific reaction (especially the SE one), though.

I think the real question is why this entire scene was put back to begin with.

We know that Han is in trouble with someone called Jabba, isn't that enough for now?

I liked Jabba being concealed until ROTJ. This new scene gives away Jabba's appearance and allows the Falcon to be seen earlier too, ruining Luke's reaction to it.

Bad idea to put this back.

I have to say I agree with you. Jabba has never looked right, in my opinion, even in the DVD version,and surely Boba Fett has better things to do then just hang around Jabba when he's asking for money...? As seen in RotJ and TCW, Jabba gets abgry very easily, and personally would have had Han shot on sight, even if he was the best - as the RotJ novel says, the money wasn't really important, Jabba had more then he could count, I believe, so it was more of a image problem, you don't let smugglers dump your spice and not pay.

He feels it. In the '97 version, he lets out a really awful squeal and his awful CGI model makes an awful facial expression. They toned it down in the DVD version, but it's still there.

Also, I dislike this scene being put in the movie. Jabba should have been kept a mystery until ROTJ.

I actually like this scene alot. Feels like one left out due to time and money contraint. Completes Han more as a character. Lets the audience know that this man is in danger. It's as if Jabba is the numero uno drug dealer in the galaxy and Han is second in command. Brought Jabba alot of money in the past, so he's able to instigate a tad. This scene brings that "last straw" feeling to the film. The walking over the tail is great as well, as jabba is always on his, and he decides to walk all over jabba's. They just need to fix up the jabba a bit.

Han gets away with it because when that scene was being put together Han ended up walking around the human actor portraying Jabba so they had him walk on the tail. It's a kid film so we don't need to have any realism. If it was The Godfather you wouldn't see someone stepping on Marlon Brando's foot but in this film it's okay because it's a kid film.

I must say I totally agree with the in-universe answers posted up here.

To get the cabbage he wanted from Han, Jabba let it slide that
Han stepped on his tail, and he was too busy thinking about what he
was talking to Han about than getting mad at him for stepping on it.

Apparently Hutt tails are tough and it didn't hurt Jabba. What, with
their tails dragging on the ground all day, and all, they would toughen up.

Luckily for Han, Jabba's not a giant iguana, otherwise he would've taken
Han off his feet with one swipe of his tail.

Problem with this is we know who Jabba is if we watch it Espisodes I-VI anyway. There's no mystery as to whom Jabba the Hutt is, all this talk of 'mystery' is rubbish since Jabba's in TPM, and as the movies show, the GFFA is a VERY small place, or if you wanna apply The Will of the Force mantle to it, there's that too. But, if one looks at it objectively..wouldn't it be kinda strange that Leia kills one of Anakin's masters? I don't think it would be wife, since Hutts are Hemaprhodites. In one book she is classified as business associate and sometimes rival.

Maybe Jabba just kept his revenge for the tail incident until he got his money (in TCW, Jabba gets his son and still wants to kill the Jedi)...
