It just goes in line with the more wacky direction he was taking the characters. When ROTJ came out, Jabba was scary and you could not bargain with him. He was evil and viol. There is no logical way the same Jabba would allow Solo to step on him on top of costing him money. The Jabba portrayed in ROTJ would have had him desentigrated on the spot. No questions. Now hes getting his tale stepped on and spitting frog heads into kongs as comedy relief. He's basically Garfield the cat in slug form.
