I was guessing some self-training took place in-between A New Hope and Empire given that by Empire he's able to pull his saber to himself with the Force which he (likely) couldn't have done in A New Hope.

As far as I know, the only training Luke had was the three months on Dagobah, as Yoda's apprentice.

Star-systems less than light-months apart? Wouldn't that place Hoth in the Deep Core or something?

Well, TESB and ROTJ are about one year apart. So three months of training and then 9 months of self-teaching, which can sometimes lead someone to be more successful and proficient at a skill than someone who is professionally taught. If Luke had the discipline, I think he could pull it off, and judging from what he showed in ROTJ, he had gained that discipline, a large part from his time with Yoda.

So I think that Sidious was scared of the Skywalker line, Obi-Wan says so too. Maybe scared is too strong of a word, but he would definitely be concerned, and if any threat could come upon his life, it could only come from Luke. Plus, if you've got the strongest Jedi in the galaxy on your side and he has kids, wouldn't you want to secure the offspring so they can't come and bite you in the butt?

I think he would have been very fearful of the Skywalker potential- not directly afraid, but he would have had the constant nagging fear of Darth Vader finding a son/daughter and together they overthow him.
He is powerful, but lets face it, being put up against Mace Windo almost killed him- and if Annie hadn't been there, most certainly would have. No wonder he had those spys keeping an eye on Vader.

If Anakin hadn't shown up, Palpatine still would have zapped Mace out the window. Mace was finding it difficult to hold on to the force lightning near the end, but the only weakness Palpatine showed was his feigned "I'm too weak!".

Has anyone considered the idea that Sidious saw Luke as just another Jedi that hadto be gotten rid of?? He ordered the assassination of ALL Jedi during the Purge because he wanted only Sith to remain. Maybe it's as simple as that?

OR, it's because he knows that Vader is an inherently emotinal person (which is what turned him to the dark-side) and so he feared the emotional sway of having a son with a connection to the Force may cause Vader to qestion his role and Palps would lose his loyalty? Or in fact make him lose complete control!

Not scared but rather he was intent on keeping it in his control so he was probably cautious.

But remember it is said that sith always feel fear, even in their moments of victory. A fear they can never be rid of.

"The son of Skywalker must not become a Jedi"

I believe the fear is of the Jedi. The fact that the potential Jedi in question is one with almost infinite potential, and was related to his power hungry apprentice, is just the cherry on his crap sunday. Ultimately however, the Sith have been at war with the Jedi for who knows how long, I believe that is the core of the fear.

To my knowledge Palpatine didn't know or not know if Anakins kids survived, Padme either for that matter. I don't see how he could know. Maybe he had some secret bounty on the kids that Vader, and us viewers are unaware of, but who knows. Either way, if the Force hadn't tapped Luke in "A New Hope", and Leia was just some diplomat, I can't imagine the Emporer would have known or cared.

If the lineage was a big deal, it seems to me there would have been some galaxy wide hunt for Vaders offspring, or at least for Padmes corpse to prove he was safe.

There was a very public funeral on Naboo ( a planet Palpatine has a considerable connection to ) where Padme was made to look pregnant, and it was in the film.
