Really, none of them are his friends anyway, save for Han and to an extent Chewbacca. He owes Luke & Leia noting.

Agreed. The film really only hints to Vader wanting Bespin under Imperial control, not mass murder.

But what's stopping him from doing that? For all we know, he could have turned them in for running a Illegal Tibanna Gas mining Operation.

I'm just going by what's provided in the films. In that context, the Empire has little concern for whether or not someone is running an illegal gas mining operation. The Empire's concern is power; the more planets you have, the more power you have. Add to that, putting Bespin under Imperial control gives the Empire access to all of Bespin's resources.

We do have Lando's intercom call to the citizens of Cloud City. He warns everyone to get out before more Imperials arrive. The citizens obviously feared for their safety, hence the mass exodus immediately following the call.

Actually, there doesn't really seem to be anything in the film to indicate a mass exodus. It looks more like chaos and panic in the streets than people grabbing everything and leaving, considering there are no ships or anything seen taking off. There are also still a lot of people when Bespin is shown at the end of Jedi, which is also indicative of Vader having done what he did in order to put the planet under Imperial rule.

"I advise everyone to leave before more Imperial troops arrive." This says to me that many Cloud City citizens did flee the city. Whether they went to another floating city on Bespin or whether they left Bespin entirely is another debate. However, the only way to get off the city is via a ship. So just because we didn't see other ships taking off doesn't mean they didn't do so.

True. I had assumed that they left based on Lando's line.

I don't see why they couldn't as long as they had a ship with a working hyperdrive.
