The film really only hints to Vader wanting Bespin under Imperial control, not mass murder.

For all we know, he could have turned them in for running a Illegal Tibanna Gas mining Operation.

It looks more like chaos and panic in the streets than people grabbing everything and leaving, considering there are no ships or anything seen taking off. There are also still a lot of people when Bespin is shown at the end of Jedi, which is also indicative of Vader having done what he did in order to put the planet under Imperial rule.
