Need a lot of different people and facilities to design and build the components of a moon-sized station, and you'll want to make sure they all fit together properly on the construction end of things.

Kyle's set of plans, for example, were mainly of the engineering schematics for the various surface weapons emplacements, but not the superlaser itself. Once they were combined with the data from Toprawa (and whatever other sources I can't be bothered to remember ), they had a "full" technical read-out of the entire station.
