why did tarkin think the jedi were truly exinct he was so wrong there were about 20 jedi by episode iv left.

The only Jedi left were in hiding and believed dead. Notice that Obi-Wan was clearly believed dead; it would have been the same way with the others. The Order as a whole was certainly gone and destroyed.

Tarkin was obviously told that the Jedi were extinct, so he was not believing that Obi-Wan could could possibly be alive when he was in fact alive.
