In one of the Technical Journals (IIRC) the Death Stars were meant to be regional command centers. Thus, Tarkin, who was responsible for Oversector Outer, would have most of the Outer Rim to deal with. His station was to be the command center for important operations, and would either outright destroy a world or send ground troops in large numbers (explaining all the vehicles and troops it carried). With millions of planetary systems to watch over and the possibility of engaging mobile targets (i.e. not planet-bound) the Death Stars would have to be adaptable to different circumstances and possible be produced in some numbers, half a dozen maybe, if each was to go over one galactic region.
