Why was the Emperor spending so many resources on the Rebellion and leaving the OBVIOUS and KNOWN Hutts alone?
The Emperor probably would have thought Hutts, and other gangster types, could be useful to him sometime in the future. Thinking along the lines of Gui-Gon :
QUI-GON : ... Greed can be a powerful ally.. if it's used properly.
