I wonder if it's because the focus was more widespread in ROTJ. In ESB, that part of the story was ALL about Luke and his relationship to Darth Vader...more attention was given to that sequence. In ROTJ, there was the Endor battle, the Death Star battle, and then also Luke's duel with his father. I wonder if that may have effected the amount of attention given to that part of the story.
Unless you're simply talking about Special effects, in which case I think they're about the same, for their own reasons.

Because they spent more time standing and talking than fighting.
Plus Vader seemed to give up there at the end and let Luke win. Unimpressive.

They were just different. In ESB Luke was trying his best; in ROTJ Luke was going back and forth between wanting to fight and not wanting to fight and Vader wanted to turn Luke both times, not kill him.

Vader wants to turn Luke, yes, but I think he's fully prepared to kill him in both fights. Luke just flat out beats him in ROTJ.

Remember that RotJ had other events going on at the same time, so the duel was split up into a couple parts during the film. ESB had less breaks in the fight.

Was it really better? To me there was a much more personal feel to the fight in Epi.VI because Luke was fighting his Father. Not to mention he never wanted to kill his Father. Heck he even told Obi-Wan as much.
Not to mention the conflict Anakin was feeling during the whole sceen.

Because in ROTJ the Emperor is wandering around watching them the entire time.
You ever try to do it with some old voyeuristic creep watching you? I'm surprised
that Luke or Vader could even get their lightsabers up.

That's pretty subjective, if you ask me. It all comes down to personal preference. Personally, I thought the ROTJ duel was far more powerful and much more personal than the ESB one. Though, the ESB duel also has the advantage of ending with the "big reveal" after Vader finishes mopping the floor with Luke.

It's not really like that - people construe it that way by getting too wrapped up in the silly stuff ...
But sticking with the Rebel/Imperial struggle, and not the Jedi/Sith struggle, you can pretty much eliminate those types of areas of the OT.
Like many have asserted on these boards - Goldleader and Wedge ended the Sith - no matter what the hell was going on in the "Throne Room".

Luke vs. Vader
One is about Luke meeting his nemesis for the first time; the duel takes place in several different locales in the facility and thus feels more grand and epic.
The other is about Luke confronting his father in a confined space. It is small, intimate and personal and serves a totally different function. In ROTJ, the "epic" part is mainly the space battle.

It's interesting, because episodes I, III and V have these grand, on-the-move duels, while those in between provide more intimate ones. Nicely balanced, if you ask me!
