I think I found the perfect Barris skirt.....
A Flamenco practice dance skirt (minus ruffles)-also called Flamenco gored skirt. They are supposed to be fitted at the waist and flare out at the bottom.
This one (made to your measurments) is expensive, but it looks about right to me:

I tried to find a pattern, but can't seem to find any like this skirt.
Now if only I could get so lucky as to find good fabrics for the cloak and the top. :sigh:

I made it out of clay
, drilled 2 holes in it, drilled 2 holes in the leather belt and attached the buckle with screws and bolts.....don't laugh :P
You can see them at the back of the buckle:
after I inserted them I covered the screws with a layer of clay. You only can see them vaguely on this picture:
I used DAS clay to make it and it didn't break at all.
I know it's not accurate to Barriss her belt design but I didn't have a good picture of her belt at the time. Of course when I finished it, I got my Fact Files and there was this huge clear picture of her costume and her belt....happy moment

Tenyon, Where did you get your DAS clay? I've never heard of that type. Do they have it at like Michael's or any craft stores??

It's nothing, I stared on the diamonds for hours to come up with a good pattern, so why don't share it? Makes it a little easyer for you!
I think you can find the type of clay in any arts and crafts store, but I don't know if they all have the brand DAS, but that can't be much of a problem.
Just search for clay that hardens on it's own, don't look for clay that you put in the oven.
Just to make it a little more easyer, I googled it, and you can order it online, but the best thing is that you can see how it looks:

I'll be dressing up as Barriss soon, but I'll be using Obi-Wan's lightsaber. Unfortunately, I don't think Hasbro or anybody manufactured Barriss's lightsaber, so..we'll just have to make do. Or else you could make it from scratch. It looks like a simple silver/grey hilt with a black band near both ends.

Thank you so much for sharing that stencil with the rest of us, that was very kind of you
I have a question about the cloak, Up to now I have just been using a fabric that is basically a square and doesn't exactly have a shape and just wrapping it around my neck to give the cowel look, but it never stays in place and I don't make a realistic Bariss with my blonde hair sticking out everywhere
I have actually found fabric for a second cloak that is a lovely deep rich blue color, Its velvet but it looks much better to what I have now IMO. Its in a very long strip and it would take twice that length to give the cloak the right width it would take to cover me.
So I was wondering if anyone had any suggestions to both make a cloak with a hood that will stay where its supposed to, and also how to put the fabric together without having a huge seam down the back...keeping in mind that I have extremely limited knowlodge in sewing, if any
