How hard would this be?

How hard would it be to make the Armor from this costume by vaccuforming if I haven't done it before? And how would I go about getting the boots? Custom Order from somewhere, or would I be able to buy a pair of boot soles and make them from there with vinyl?

For the thigh high boots, you might want to check with makers of medieval reproduction footwear. I've seen thigh high leather boots like that before, with flat soles and no heels.
Depending on the bootmaker, they might come with modern soles for safety, or a pair could be attached.

First, I hope you can scuplt, because you're going to need to sculpt your own molds for each piece.
I don't know if there's a special clay you can use if you're only going for a single pull. And chances are, that you will be doing mulitple pulls because you will be learning to heat the plastic up properly to get a good pull.
It's possible that you will have to make molds of your clay sculpts for the parts and then cast them in stone. Unless you can make your molds out of wood, that works for some things, if they don't have too much detail.
Have you ever seen vacuumforming done, in person? I have.
Are you going to build your table? Or do you have access to one?
Just things to be aware of, as you're thinking about doing this.

Another method is to do the sculpt, then pour silicon over it to make a negative, then fiberglass it. Just gotta make sure you have a professional quality respirator and plenty of ventilation. Safety first!

It is possible to make the armor out of sintra. It is not expensive and is very easy to use.

I think I will be able to sculpt this, and if not, I will try until I succeed. I will start with a cardboard mockup first, however.
I have not seen vacuuforming done in person, but, I will try and go see it done soon, or ask for help in person, if that is necessary for success.
I will either be building my table, or be using one that one of the members in my FanForce probably has.

Wow, those could work, definately as a base. How much do they run for?

I don't think I'll be fiberglassing this, as I am not very experienced, and would probably hurt myself doing it.

Also, I have this saber I rendered in 3D, and was wondering how I could bring it to life for my costume - it looks like it would be kind of difficult to make out of a sink pipe. Maybe make it from scraps of the Sintra from Vaccuforming the Armor, and Vaccuform the Saber? Or even make it with PVC Pipe, and then Wood for the odd shaped parts?

I also looked up the price of those boots, and much to my surprise, they are VERY CHEAP. $35 for a pair. However, it may be because they are made from imitation leather.

You could be laying fiberglass. The most common plastic used to bond glass fibers together is polyester, but you could also use casting epoxy. With epoxy, good ventilation is not critical. However, you should still use a dust mask and gloves, to prevent getting hurt from stray fibers.

I have a friend who made 6 sets of armor for a fan film that hasn't finished yet, but he will sell them eventually. He has also created the "glave" ? and "force pike", as he is by trade a weapon artisan. But if you are looking for it sooner you can also PM me and see if I can put you in contact with him to see if he has made any other vaccu-form runs. I can tell you that they did buy some "super hero boots" like other posters have suggested as well.

Considering this is custom armor, I doubt that someone else would have my design, unless they were to custom make it for me, of which I don't have the funds to pay for labor.

If you have never done any kind of vacuum forming, or have never seen the process being done, I would suggest you watch this short video on youtube. It is just a hair under 10 minutes long, but it is real informative. It would be the best 10 minutes of your time if you are really serious about learning about vacuuum forming.
