The only talk of a junior 501st in TAG was the one that 501st founder Albin started, it is just something fun for the kids with costumes to join.

I guess the frustation will come in when a person have a quality SW Costume and Armor and a few years shun of reach 18 (or 19 in certain state). I know my friend is but since we do invite him to join us at public or costume events that is not 501st only and let him wear one of our members' armor (since his Clone is still in the work and his Scout is gone in exchange for that Clone), guess it kinda soften his youth blood a bit.
Anyhow, the ruling is for everyone's good as in the eye of almost every country's law, you're not an adult till you hit 18. And some real world ruling are even more worse than 501st/RL Rules, like "can't apply for public housing till you're 21 even tho' you're married" or "can't enter certain pub or club unless you're 23 for Females and 25 for Males" etc.

The age restrictions, for both the 501st and Rebel Legion, is just due to federal law. Under 18, you're a minor, and we're not responsible if anything should or could happen. Safer that way.

You can also use the time until you are 18 to try some things out with your costume and get good at it. And you may not want to sink a lot of $$$ into a costume that you're going to grow out of in a few years, too.

Okay, first of all, you need to answer a couple of questions yourself.
What Is Your Costuming & Props Making Skill level?
Are you able to make something yourself after learning the basics?
What is your financial status?
Do you have money to spare or willing to save up for it in order to get quality or ready-made items, or the materials needed to make the suit?
What's the Resources and Tools available around you?
Are you able to get certain materials to make certain parts, especially if you're going for quality armor? Do you have the tools to work on the costumes or armor you want to make, whether your own, family, friends' or school; or willing to buy them?
Asking for some advice from your local 501st Garrison will help too.

Couple of things: If you are young enough that you're going to grow, you might not want to start a hard plastic armor. Each kit has to be fit to each member, and it is much easier to take plastic off than put it on. You don't want to spend several hundred dollars on a kit and then outgrow it after you finally worked out all of your armor bites.
Second, trying to make a 501st quality kit is a LARGE financial investment. In tools, parts, time, blood, money and effort. If you're not ready for it financially, then save, save, save. Better to get a good quality kit then get something cheap and find out it costs more to get up to 501st standards.
Third: Research, research, research. There are multiple individual forums for each type of kit. If you like scouts, go to BikerScout.net. Tuskens, go to the Krayt Clan, etc, etc.
Fouth, save more money, 'cause if you want to make a good quality kit, it will cost you more than you think it will, by the time you're done with it.

Shadow trooper,
Skuaght's right, he's in my area's garrison. For your first costume, I wouldn't use armour(stormtrooper) only cuz you're still growing. If you're 13, you're not gonna stop growing for at least 8 years. Can't join yet, but nothing is to stop you from making some cool gear and wearing it to a convention.
A mandolorian armour costume would work much better. The peices can be made removable and a bit easier to replace.
It's under suit is a flight suit(Jengo's) or same shade pants and shirt(Boba's) or if you're doing a custom Mando(flightsuit) amrour peices on top.

Good luck, Shadow_Trooper! You'll be 18 before you know it. Time sure does fly.
I wish I could start to put together something to become a member as well, however, I can't due to time constraints. My age is there..LOL I'm just in school full-time for my grad degree. Oy! Someday!

I had also passed the link to one of my fellow tropper whose son has a Boba Fett Costume, partially made by him and rest looked to be Rubies I think. He said he's gonna send him son in very soon.

Has anyone tried using Fiberglass/carbon fiber to make the armor out of? A friend of mine makes his armor out of this stuff, but dosn't troop with the 501st because of a bad experience. Fiber Glass is cheaper than making the stuff out of expensive plastic or spending close to $2,000 on ebay for "Quality armor".
