Few different ways I can think of. Matte Black spray paint, black acrylic or charcoal suspended in a clear base through an air brush, pastels sealed with a few coats of spray matte coat, brush and Matte Black paint...

I was planning on using either the airbrush or spray paint and stencils. If I have to I'll get the brushes out. What I was looking for was some tips on how to achieve the effect.

I've just used flat black acrylic and a brush:
make a spot, then use finger or paper-towel to streak it back. I like the effect, you can see it on the wings of this Eta-2 I painted:

I know a lot of clone trooper armor has started to be produced in black so that when it comes to the paint job that the weathering is easier to accomplish. What the guys will do is prime the armor and paint it. And when they determine what areas that they want to weather, they just sand the paint off so that it looks like it has been worn off or scorch marked. Just an idea.
When it came to weathering my Hasbro e-11 blaster, I used metallic silver paint to accent certain areas for "wear and tear". Silver sharpies work wonders for accenting cracks, rubbings or light scorching.
That's what I would do... a series of primer, paint, sanding, airbrushing or sharpie accenting for your scorch marks.
