300 costumes- Queen Gorgo

I've been thinking it would be fun to make a Queen Gorgo costume, like this one:

I know there are some ready-made Gorgo dresses out there, but the ones I've seen are lousy.
Has anyone made this costume? Any idea how to keep the band across the shoulders in place without resorting to tape? I'm guessing to get the flowing look of the skirt right, I might want to modify a circle skirt pattern I've got, to keep the fullness.
The top looks incedibly easy, it's just the band across the shoulders it's attached to that I'm worried about.

I'd check out the 300DC boards. While it's mostly for the male 300 costumes, the girls do have a nice section about Gorgo's costumes.

Hey Amanita, you could also try these guys:

They're the New Zealand branch of the 501st, and I know some of them did a convention recently in 300 style costumes. Some of them should be able to help you out.
