Well you need a HQ to start out at for your first campaign on your world conquest, since Addie rules Australia, that'd be a good, safe place to have an initial HQ.

Surprisingly, in my handing out of countries, Panama hasn't come up... 
And on the subject of signatures, I have Paolini's signature on my copy of Eldest. He's an amazing guy, realy. Too bad I forgot to bring my copy of Eragon to the meet.
