It's not just that but position. Nobody but Palps knew who Mara was. And some other personnel. Vader is politically extremely powerful Like Xizor said, he was too powerful to attack outright. And when Vader killed him and all Palps other little pets, Palps was PLEASED. Impressed.
Vader once sensed IN ORBIT, six men waiting to jump him on the planet when he landed. You could not fool him. Vader is powerful by himself, not one person has ever gotten the upper hand with him but you people think a teenage girl whose real power all came from Palps, would defeat such a mighty opponent? Mara is still afraid of him 20 years after he's dead. She was afraid of him the whole time and with reason. The only stumbling block Vader had was Luke. When he didn't know about him, he didn't have a weakness at all. If he'd killed Mara, Palps would have pursed his lips and said, "Pity".

I have to agree with you Vader was much weaker but Luke beat him because Vader didn't want to kill Luke. He'd rather die then kill his own son.

of course she is stronger but she isn't an overall better fighter because she isn't force sensitive
