I don't really think you need to introduce *everybody* within the first act.
Looking at the outline, I just don't see how that'd work.

I agree that it doesn't have to be all in the first act. Look at the SW trilogy itself. We have never heard of Lando, the guy who saves the proverbial day in ROTJ, until 3/4 of the way through ESB and it still works. We can trust pacing.

In Act One of ANH, however, we met Vader, Tarkin, Leia, Obi-Wan, Luke, Han, Chewie and the droids.

Yes. I think the main point was that you can still have some of the cool characters introduced later on. Though, personally, I'd love to have a Tarkin around here.

I don't know how in Heaven's name we could have Tarkin as a major character. I mean, for Tarkin to get blackmailed, the droid would have to go straight to Vader or the Emperor...and I don't think we want to try casting ol' Palpy anytime soon. And can you imagine what would happen to someone who even thought about blackmailing Tarkin??
OTOH, Tarkin might be a good person to threaten to squeal on someone to.
But then we wouldn't have to show him, only mention him.
