Does anyone know of any manual techniques for getting a film look in premiere pro such as adjusting gamma, tint, etc? *can't afford magic bullet*

I'll handle this one, folks.

The lecture you're going to get from anybody is that film look starts in production. It's a mix of lighting nicely, good composition, smooth camera movement, and good sound. Have your ducks in a row for what you're putting down on tape, and you're setting yourself up for a much prettier picture than anything a plugin could do.

My personal preference is to light well, and then come back through and color correct. It looks beautiful (compared to alternatives), and it's obvious you put some time into making it so.

As for your question, I guess you should start with upping contrast a little and crushing the blacks a tiny bit, give some depth to the shot that way.

You could use Pixel's Cinealta1 tutorial...

Cinealta

but yea, try to do most of it in production... though it is hard to get the film look with a 200$ handycam camera

EDIT: Oh and, Welcome to TFN, _Darth_Poodoo_!

Just incase it hasnt been said already.

...."Registered March 05" belies you.

Matthew I thought we'd coverred this pretty well at 2MS. As far as post adjustments: increase shaddow red, and increase gamma. Those majorly help the film look. Making a layer of 50% opacity noise (25% amount) and overlaying it onto your final output file in Add mode also helps give the whole film an overall look, but isn't always a good idea. It just helps unify the piece as a whole, if your video can take the slight quality hit.
