You just loop the flash, over and over again. Vary the opacity a bit to give it some flicker.

No, TV's did originally run at 30fps(60i) but when they invented color TV they had to "make room" for the color signal, hence the drop to 29.97fps(59.94i).

I normally take a still of the first frame of dorkman's flash and then make it smaller than a normal-sized flash, and have it track with the center of the lock. Maybe even add some wiggler-ization for the size.

Thing is, if you read the news on the main page, you'll see that the site is not finished yet, so, in fact, that 3ds Max tutorial isn't even done yet. I know, totally lame. But, here's a deal. I'll note that you requested for it, and make sure BenMcEwan gets on finishing it soon enough for you.
