I have adobe soundbooth cs3 and love the way palpatine voice sounded after he was shocked with mace windu. I've been trying to dupicate that same style with my own voice but not having any luck. Anyone have any suggestions?

I know of a plugin that should do the trick.

It's called MadShifta, here's the link, http://www.tobybear.de/p_sourcebag.html. The pack contains other useful plugins. I don't know exact settings but play around to get what you like.

To install the plugin, just in case you don't know. I'm using Audition but I assume Soundbooth is similar. Go to Effects menu, in the top toolbar and then 'Add/Remove VST Directory...' click that and then select the folder you want the effects to be looked for in. There should be a default folder created in the Program Files folder called 'vstplugins'. Once you're done with that, unzip the effects and copy the contents to your VST directory, and then back in Soundbooth/Audition in Effects menu, again, click 'Refresh Effects Directory'. Once the refresh is done you can know use your effects by going to the effects menu and then the VST menu, then to the MadShifta plugin and start playing around.

Lengthy post, but I hope that helps.
