So how ruthless is your Rebel Alliance?
So, it's war.
How hard is the Rebel Alliance, though? It's an interesting take to think on in the Post-Prequel world of moral ambiguities and the realities of war that have become abundantly clear in the current political climate.
I'm currently running an Imperial game but I've made it abundantly clear on numerous occasions that this is the Rebel Alliance of Mon Mothma from the movies just as they're serving Palpatine's Empire.
So far, whenever I need someone to be a "crazy nutcase" Rebel, I've used the Justice Action Network from the old West End Games as basically the guys who were kicked out of the Rebellion for being too extreme.
But what are the limits of the Alliance to Restore the Republic in how to deal with their foes? It's just after Alderaan and it's no longer just Corellia-Chandrilla-Alderaan the Hippie Peacniks running the show. Kashyyk, Mon Calamari, and other planets enslaved by the Empie have shown up plus pretty much every surviving Alderaanian with quite a few having understandable chips on their shoulders.
I'm so far being pretty hesitant about the tactics the Rebellion is willing to use but I'm establishing now that Bel Iblis' faction, at least the guys who used to work with him, advocate targetting of all collaborators with the Empire. This may sound pretty sensible but there's a difference between an occupying army and the government that 60% of the galaxy thinks is alright in their book.
I also think its sensible for the Rebellion to do the Green Beret thing and arm/train anyone who wants to kill Imperials. Plenty of them, especially Airen Cracken whose funnily turning into our arch-nemesis, think its a problem to worry about later when the Empire's defeated. I find it funny because he was the player character's boss for about six years of Star wars gaming.

Still, I'm keeping a big difference between "Rebels" (capital R) and "rebels" who might include genocidal nutbars who want to eat all humans.

Well, Rebels won't want an open season on all governments and politicians, just those who follow or give orders to bombard civilians from space or engage in other acts of whole-sale slaughter. Likewise politicians who take advantage of the situation to supply their venal greed and desires.
rebels, on the other hand, will eventually turn on the Rebellion, once it is in power.
Sad thing about any rebellion: those who defined themselves, their core values, "Who they are", as rebels either look pathetic failures if their cause is lost, or lost if they win and become part of the establishment. Look at the Hippies--they went from abusing any drug they could to "Just say no."
Rebellion I've played with has had no problem sending out hit squads after anyone who has betrayed a base location. THey have bounties up on such beings, as well as a reward schedule based on Rank of killing any imperial officer above the rank of Captain. Certain officers, naturally, have bounties on them as well.
Pirates&Privateers has strict guidelines for Rebel privateers' conduct, but they essentially declared open season on attacking merchant shipping supplying civilian defence contractors.
