Yes it incorporates certain aspects of the movies, but only certain levels are basically ripped straight out of the movies (Knightfall would be one, Battle of Hoth another). Rise of the Empires levels between Knightfall and the Battle of Hoth (except the Tantive IV level) are EU. They are not mentioned in the movies, therefore EU.
