Pfft. We still don't know exactly who Revolver Ocelot is or what he does. But we do know he manipulates events and gets people killed. That's exactly what the G-Man does. The only major difference is that Gordon Freeman never gets to fight the G-Man. Though Gordon's allies the Vortigaunts do so in Half-Life 2: Episode One.
And let's face it. The G-Man has some insane abilities of affecting the time-space continuum which may or may not be tied to his briefcase...

Also Bowser. Bowser is a classic baddie who's the most persistent villain in all of gaming history. Mario keeps beating him, but he doesn't let him get him down. Dauntless, he returns with a new nefarious scheme.
I just miss the Koopa kids. They really need to resurrect them for a new Mario Wii game.

For me, I guess Revan can't count because, well y'know. Liquid and Boss from Metal Gear would be the two best in my opinion, as well as Lou in Guitar Hero.

Of the first 10 (not counting XI since it's an MMO or XII because I haven't played it  ), I, IV, V, VI, and VIII are far superior to VII in my opinion.
Yeah, I'm sure I'll catch some slack for supporting VIII, but it's my second favourite in the series behind VI.
