    At long last the war against the Vong Reborn is over. Across the Galaxy many rejoice as the fighting comes to a halt following the culminating victory at the Battle of Malastare. On other worlds, those ravaged by the war's effects, the feeling is one of relief and then determination as they set their sites on the task of rebuilding. On a few worlds, the victory celebrations are tinged with a regret. The war was good for business for these industrial centers, and now their credit nerf is gone.

    In the Senate, the representatives of these various worlds now vie to ensure their own constituent's needs are met. The Galaxy has been torn asunder, and while the damage caused by the conflict is great, not every untouched world will be willing to spend their treasure to help rebuild their less fortunate "allies". Sadly the damage is not relegated to devastated worlds alone.

    Refugees, fleeing the fighting and desperate situations on their own home worlds have spread throughout the galaxy in a great diaspora. Looking for viable planets willing (and some unwilling) to take them in and help them get back on their feet. These men, women and children, lacking the most basic of needs, often find themselves preyed upon by criminals, slavers and others willing to take advantage of their situation.

    Worse yet, there are other threats to the fragile peace the Triumvirate now finds itself in. Pirate bands pry the space lanes, oft times evading of a military spread thin. The Chiss fleet has also been spotted massing near the borders, and rumors of a possible Ssi-ruuk invasion run rampant. This war may be ended, but another always seems to be looming on the horizon.

    The problems facing the Senate are many. Can the squabbling delegates maintain the peace? Can they appease their own constituents while also providing for the needs of those displaced by war? Can the worlds so damaged by conflict be rebuilt? Most importantly, will the Galactic Triumvirate rise to the occasion, or will it tear itself apart? Only time will tell.

    Welcome to the SWC Galactic Senate Game. Post two will contain the Constitution of the Senate. If you have questions about the game, please read through the constitution, or contact the forum moderators: Sinrebirth, A Chorus of Disapproval or Bardan_Jusik. The third post will be a placeholder to keep the roster of the game. It will be edited in the future to show the updated roster (probably monthly) along with the current Chief of State, Vice Chief of State and Speaker of the House.

    SWC Senate Constitution:

    Rule 1: Eligibility to participate.

    This game is open to all members of the Jedi Council Forums. Players may join and leave at any time. To join the game, a player needs only add themselves to the official game roster, and indicate on that roster which planet they wish to represent. A player may leave the game by removing themselves from the roster. A player may be removed from the game for violating the ToS or the forum rules at the discretion of the forum moderators, Sinrebirth. A player may also be removed from the game by the Vice Chief of State (see rule 2, Officers below) after the player has been inactive for a period of 14 consecutive days without giving prior notice of an absence.

    Rule 2: Officers

    There shall be three official officers of this game. The Chief of State, the Vice Chief of State, and the Speaker of the House. The job of the Chief of State is to manage the game. The CoS will introduce scenarios that fit into the timeline, report how bills that passed/failed/were deliberated/etc affect the galaxy as a whole, recognize or deny motions, and attempt to keep the game fun for all members. The CoS will receive red-only VIPship and title for the month(s) they are elected.

    The job of the Vice Chief of State is to care for the records of the game. The VCoS will be the official record keeper of the Roster, and should post it in thread at least once every week. The VCoS will also be charged with recording the results of all motions and votes in the game. The VCoS is also charged with running the election of Chief of State in the following month, unless a conflict of interest is present (see Rule 3: Elections, below) In the event of an absence of the Chief of State, the VCoS will act as Chief of State. This will occur if the Supreme Chancellor announces he will be away for a set period of time, or if the Chief of State is inactive for a period of at least one week without notice. In the latter case, the VCoS is also obligated to PM the forum mods and notify them of the absence of the Chief of State. The VCoS is also charged with ensuring that a Quorum is met for each vote (See Rule 5.1 below)

    The job of the Speaker of the House is to facilitate communication. The SoH will be responsible for PMing all senators one week, and two days prior to the election of a new Chief of State, as well as PMing all senators for topics of great interest, as requested and designated by the Chief of State.

    No other official offices exist in this game, although the Chief of State may create unofficial offices (head of xyz committee, head of xyz political party, etc) to facilitate the scenarios being discussed.

    Rule 3: Elections

    Only the office of the CoS will be up for a vote. The offices of VCoS and Speaker to be filled by appointment upon the election of the CoS. Elections are to occur on the first of the month with the three days previous to that dedicated to election proceedings. Day one is to be dedicated to nominations. Any Senator may be nominated (subject to term limits) by another, a second to that nomination is required to place the Senator on the official ballot. A Senator may not nominate or second themselves.

    Day two will be dedicated to campaigning by those Senators on the ballot. Other Senators may ask questions of the nominees at this time. Time will be allotted on day two for a moderated debate should the candidates desire.

    Days three will be election day. Votes will be PMed to the VCoS for tabulation, should the VCoS be a Candidate the Speaker will tabulate the votes. Should both the VCoS and the Speaker be nominated tabulation of votes will be conducted by a volunteer Senator who is not a nominee. A Senator may vote for themselves on Election day.

    Removing an officer: A vote of no confidence is allowed against a sitting CoS. As with any motion a second is required to move forward. Once recognized a 2/3 majority is required for the No confidence vote to succeed. The moderators of the SWC forum must then approve of the vote of no confidence. Upon passage the VcoS will take on the roll of CoS and may form a new government.

    Term limits. No Officer may hold the same post for more than two consecutive terms.

    Rule 4: Timeline and Canon Debates in this game

    The timeline for this game (i.e. which era it takes place in) will be decided by the opening post. All other Chiefs of State will live in that timeline and will have to live in a Republic that was impacted by the previous Chiefs of State, Senate votes, and repercussions that were made in-game.

    The only materials considered 100% canon for this game are the six films. All EU, novelizations, etc are not considered canon, but neither are they considered non-canon. Something is not true simply because the EU said, but some things may still be true, depending on how the members of the game wish to use it.

    Rule 5: Playing the Game

    All members of this game must represent a planet. Each planet may be represented by only one player. Planets are available on a first-come, first-serve basis. You may use any planet from the Star Wars universe, or you may make up your own planet. This gives the game an unlimited number of planets to use.

    The basis of the game is what happens on the Senate Floor. Thus, the game revolves around debating ideas, voting on bills, and finding solutions. The heart of the game is in voting.

    To introduce a bill to be voted upon, a member should formally announce “I move that we adopt” … and then follow that with the bill, movement, action, etc to be taken. If another member of the game feels that this deserves to be voted upon, that member should second the bill. Once a bill has been seconded, it must be recognized by the Chief of State before voting on it can begin. Any member can make a motion or second a motion, with the exception of the Chief of State.

    Once a vote has been recognized, it shall be voted on for a period. The bill will pass if a simply majority of those voting yes or no (or yay or nay or whatever variation is used) vote “yes”. The bill will fail if the majority is not reached. The Chief of State may veto any passed bill that is passed by less than a 2/3rds majority, but the Senate may overrule that veto with a 2/3rds majority vote.

    All introduced bills should be in response to the actions, inactions, situations, etc as presented by the Chief of State for consideration by the Senate. It is recommended that Senators talk with other Senators to find consensus before advancing with a bill, but it is not required.

    The passage (or non-passage) or bills, motions, etc will impact the game. The Chief of State will update you on the progress and events in the Republic as a response to the actions of the Senate. So, the way you vote on items will impact the game, so keep that in mind.

    Rule 5.1: Quorum

    In order for a vote to be valid a quorum of Senators must be reached. The required number of Senators for a Quorum will be 33% of the Active Senate. Active Senators will be those who have posted within the past two weeks. It is the duty of the VCoS to PM Senators who are no longer considered active. The Senator will then have a 72 hour grace period in which to respond and post in thread. Lack of response will result in a purge from the rolls of Active Senators.

    Rule 6: Meta-Motions

    Meta-Motions are those motions which deal with the running of the game. These would include constitutional changes, removal of officers, and other such cases. These are strictly forbidden to be done without the permission of the forum moderators.

    Rule 7: Socializing
    Chatter and socializing in-thread is allowed, provided it is on-topic, “in-character”, and at least somewhat game related. Hi/bye and socializing posts that do not deal with the game in any way are considered spamming and off-topic, and will be dealt with accordingly.

    Rule 8: Socks

    The use of socks (alternative accounts) to play this game to allow yourself multiple entries in the game is prohibited. Anyone caught doing so may be barred from the game completely and/or banned.

    Rule 9: Carryover of this game into other SWC threads

    Events, titles, political parties, etc. are confined to this game only. Playing this game in any other thread (including, but not limited to, the Cloud City Cantina, the New Galactic Empire and the Alliance to Preserve the Republic) is forbidden, and will be considered off-topic and spam. Likewise, carrying over ranks and conversations from other threads (including the New Jedi Trials, NGE, Rebel Alliance) is forbidden, and will be considered off-topic and spam.

    Rule 10: In-Thread Problems

    Any problems that arise in-thread (including members creating problems by proposing bills that have nothing to do with the scenario or otherwise detracting from the scenario put forth by the Supreme Chancellor) should be reported to the forum moderators.

    If there is a serious problem (flaming, profanity, etc), please contact any moderator online to help with the problem.

    Rule 11: Duration

    The SWC Senate game is an ongoing game which runs at the discretion of the SWC Moderators.

    Rule 12: Amendments

    Amendments to this constitution shall be done only under supervision and permission of the forum moderators. Suggested amendments will be considered on a case-by-case basis, and a system to implement them will be decided on by the forum moderators

    Bill 986: Funding for security, refugee relocation and immigration enforcement PASSED

    Proposed by General Immodet

    Bill 986 is a bill in the nature of a substitute for bill 657. The bill would increase funding for security, immigration enforcement and refugee relocation and would make also major changes in other provisions.

    The budget for this year is 151 Trillion Credits. The proposed Bill would appropriate 21.3 Trillion credits for expenses related to border security, to security of public places and to administrative costs. That appropriation would be 6.1 Trillion Credits greater than the funding included in Bill 657. The bill would direct that 6.1 Trillion Credits of additional funding to be used to hire and train at least 4.000.000 additional Security Guards, First Response Enforcement Agents, Customs, Port Officials and Profilers. Of those 4.000.000 additional security forces, 100.000 Guards will be trained to serve the Senate. The 3.900.000 other security forces will be used to patrol border areas and public places. Most of the remaining budget will be used to buy new equipment and ships.

    Senate Guards, police forces and security services would be granted the authority to increase security checks and perform screening and counter-insurgence techniques. 100.000.000 Credits would be used to install Holonet Transmitters in the Senate Building and to increase security in and around the building. Due to Bazinga’d’s kidnapping, Senators would not be permitted to journey through hostile territory without being accompanied by a unit of Senate Guards. Senators who participate in diplomatic missions may not be accompanied by other Senators.

    Another 14.2 Trillion Credits would be used to relocate refugees from one planet to another and to build suitable homes for them. Teachers, public workes, doctors and relief support members would be hired to help refugees adjust to their new homes. This section of the bill would only apply for refugees of member worlds. This bill would give police forces, border patrols and immigration services the power to impose fees on people of non-member worlds. Sector Authority may also adjust the fees established by the bill or impose additional surcharges. Additional collections from surcharges on other fees collected by Sector Authority would be available for spending.

    The Ministry of Economic Affairs estimates that enacting the committee-approved version of Bill 986 would have effects on direct spending and revenues that would reduce budget deficits by 30 Trillion Credits over the next five years. The deficit reduction, however, would probably be similar in magnitude to the increase in spending for extra security. The Galactic Intelligence Service also expects that the bill would reduce the net flow of unauthorized citizens.

    A wonderful opening Senator Jusik - I look forward to how this plays out, not just for the Senate, but the galaxy as a whole.

    The Senator of Tython hereby puts forward the motion to relinquish the command of the Galactic Armies now the Vong Reborn War is over back to the indiviudals of the Senate; unless of course the concensus is that my command can continue over them, where I will be happy to oblige.

    Senators, it is high time for WAR! Yes, you hear me! WAR!

    << The people don't know how to react. Has Immodet suddenly become mad? The VC continues giving his speech. >>

    Only this time, our enemy won't have a face. No, this time we must fight a war against IMPOVERTY and INJUSTICE.
    Refugees are flouding all over the Galaxy. People have lost their homes, lost their work, lost their family!
    These people are the TRUE victims! They need to be helped and looked after.

    The government will make sure all insurance claims are paid over time! Refugees will be given a new home and a new job.
    Sadly, all the people who died the last couple of months CANNOT be replaced. They shall forever be remembered as the HEROES of this disastrous conflict!
    It is time to rebuild and heal our wounds, but some wounds cannot be healed.
    Planets like Yinchorr, Dathomir, Obroa-Skai and Malastare will probably never recover. Still, we need to do all we can to help its people.

    During the Vong Reborn War, some people have commited horrible crimes! I am not talking about the Vong Reborn, but also about OUR own people.
    Those persons will be prosecuted and court-martialed. A council needs to be established consisting of loyal Senators who are willing to assist the Supreme Court.

    There is something we all have known for a long time, but none of us have dared to say because of the implications.
    Still, I will. The HUTTS and BLACK SUN have grown stronger and stronger. They were the ones who secretly provided financial support for the Vong Reborn.
    Now that the conflict is over, their influence has only increased. The Galaxy, however, is TIRED of war.
    This time, we must face our enemies and tell them 'we will NOT take it anymore'.
    Sanctions will be taken against our enemies, although not in the way they expect. The government has neither the courage, nor the funding to declare war on them. I am talking about derailing the economy of Hutt Space by creating embargo's and implementing taxes.

    Finally, I would like to thank everyone who has helped bringing this Vong Reborn War to an end.
    I would especially like to thank aalagartassle for his leadership and resolve.

    (Senator of Naboo reporting in! Nice shiny new thread! :D Thanks, Bardan!)

    I agree that we must work on healing the galaxy and dealing with those that undermine our efforts.

    The Hutts are not going to be dealt with easily. They excel in black market dealings. I believe that we can attempt embargoes and taxes but in the end they may only hurt the workers who are attempting to do business legally. Unless we can think of a novel way to stop the Hutts from receiving their shipments and credits, they will still be able to run their illegal business. Perhaps what we may have to do is give them an offer and make it so they do not have the power they used to have. If we can reduce the amount of corporations and mining companies that are willing to supply to the Hutts, then there will be less of an opportunity for the Hutts to conduct their business.
    We have to, as Senators, find ways to stop their business without harming the civilians who are honest and industrious.

    Thankyou General Immodet for the succint speech about the organisation we must prepare ourselves for.
    With the enemies power structure effectively disolved *****eyes the senator of Tatooine**** and the head of the enemy organisation effectively stuffed, put into a bag and dumped at the senate rostrum by the mandalorian and combined fleet high command to be displayed as a message to others not to invoke the fury of the galaxies representatives, nor attack systems for any unjustifyiable reason, the administration has ruined those who deny justice. We have chopped their heads off. Becareful Black sun and hutt cartels, becareful slavers and dishonest traders, you are in our sites, your heads will roll if you don't work with the administration to use your influence for good not corruption of the mu;ltitude! Thankfully the bill 986 has passed and we have the resources now to beef up security and counter intelligence against the piracy and criminal cartles. A broader picture will be shown in time by General Immodet when he tours the implimentation of this bill into the augmented security forces you voted for. Close to 4 million extra security personell will be effectively gauging and collecting data on crime sydicates and assessing the security of galactic space lanes. Work must be now centred on the reconstruction of the many infrastructure wrought by the Vong Reborn.
    The division of the fleet is a pressing issue.
    I ask that thoses planets that have offered the senate troops, vessels and armlamnets to formally petition the senate for their assets back. If they do not they maybe absorbed into the counter piracy fleet we intend to set up.
    I ask the speaker Imperial 1138,
    to call a general assembly so we can divy up the fleet and troops from the war.

    First of all, the Naboo wishes the ships that have been given to remain within the fleet. For the moment they are not necessary and would be of more use within the Senate fleet.

    In addition I wish to address the statements regarding crime.

    I mean no disrespect, Chancellor, but I strongly disagree that causing 'heads to roll' will solve the issue of these crime syndicates. I will assure you all now I do not condone their actions, but I feel a very different approach must be taken. This is a problem that has rooted itself deep into many planets in the Galaxy. When there is a problem such as this where crime syndicates have essentially taken over entire planets, many of those involved in these actions are not choosing to do so. They do so to survive. What I believe would solve this situation is rehabilitation, not annihilation.

    In the potential scenario where we do attempt to kill or imprison these leaders and individuals, I do not believe we are in a position to fight them if they were to fight back. Correct me if I am wrong in my beliefs.

    I imagine the leaders and allies of these syndicates doing whatever they can to continue with their activities. The planets that are already under their control would be further oppressed, our allies will have to exercise further caution - these criminals will most definitely attack shipments and planets, as they already do - and it's possible there could be worse.

    In my perspective simply killing the leaders would be more attempting to kill a Geonosian hydra - it will suppress the activity for a short while but with no way for the civilians and lower-'ranking' criminals to regain their lives, and the opportunities for crime still there, chances are they will simply revert to their old behaviours. We cannot simply kill all of the leaders and criminals, nor can we imprison all of them. They will simply find new leaders and new supporters.

    We must strike at the heart of the problem instead of getting rid of these leaders - who are quite frankly disposable.

    Of course we must rid the galaxy of these syndicates and do our very best to halt illegal activity. I am in complete agreement. I agree we must increase security to protect those who are at risk, I agree the actions of these syndicates are more than deplorable, I agree that justice should be brought to these criminals; but we must ensure that our approach does not cause more harm than good.

    Though most Mandalorian troops were under Mandalorian control throughout this conflict, we would also request that any Mandalorian forces that were under the auspices of combined command be released back to us.

    While I stand firm in my stance against corruption and crime throughout the galaxy, statements from the senator of Naboo such as
    make me slightly uneasy. The majority of 'Hutts' on my own world hold many legitimate diverse positions within Corellian society. There are of course crime syndicates controlled by Hutts however there exist many that are controlled by humans and other species, the black sun for example. I want it to be clear that in whatever manner we proceed in to crack down on these crime syndicates, that we do so in a way that in no way fosters animosity and prejudice between hutts and non-hutts (who are not in anyway involved in such terrible things) on Corellia and other worlds.


    I am also recalling the Corellian fleet of ships on loan to the senate.

    I apologise, Senator. I meant for that to apply only to the Hutts who are involved in crime, not to spark prejudice of any sort. The last thing I wish to do is condemn a race because of the actions of a few individuals.
    I will refrain from generalising like that in the future.

    I thought that was what you meant senator, I just wanted to be clear and thank you for clarifying :)

    Moving on to other matters, I feel it would be prudent to establish a committee to hash out a budget for the reconstruction efforts so that individual planets do not have the burden of funding their own reconstruction either by raising taxes or by cutting other programs.

    I think we should treat the leaders of Hutt Space with extreme caution.
    Black Sun is another issue. Since Black Sun is merely a criminal organization, its leaders can be hunted down and prosecuted.
    Black Sun is powerful, but they have not the resources to confront us in the open and that is a good thing.

    Since this is a new thread and a new game, it would be best to start a new recruitment campaign.

    Thank senator of Naboo for the different point of view, I respect your judgement and am very willing to coordinate with you and all other point of view in these efforts. I don't want my chancellorships to be a one trick rhonto. Sure the administration against the Vong Reborn wanted to go straight to the source and kill the leaders. As high command and the administration agreed on this through various discussions. The Vong reborns forces of fleet and army was made up of mercenaries who had no loyalty, uglies from scrapyards and the despondant fom the edges of civilised society. It was only natural once the fleet and army was engaged in pitched battle with superior arsenal and unity it was militarily responsible to cut off the head and exterminated both Droid and rouge Febraysis Force user quickly and efficently, the rest of the Forces wither and die once their administration was annilihated.

    And so fragile peace has ensued for at least awhile or until we don't fight for it.

    I believe that the same tactic can be used again in conjuction with other tactics when dealing with criminal cartels, they grow weak without administration. We put in place the bill 986 to ensure a sytematic approach to weed out potential criminal threats. As a Chancellor I know that no amount of officers employed to combat crime will ever be enough , but as my mandate explicitatly stated I intend to move us in the right direction, slowly. I'd like to point out the term heads will roll was a colloquilism from Muunillinst. It was suppose to mean, the leaders will be incarserated if we find enough evidence to do so. It did not mean what happened to the Febraysis Force user or the droid that also were beheaded. Though execution is still a viable option in the galactic senate especially seeing it has now a precident.

    On a matter of related terms, I will be working hard this week to bring the amounts of lost hardware from the war, especially those lost by individual systems who volunteered their army and / or fleet. The first indications is that there are some positives for some and negatives for systems who volunteered assets to the galaxy forces.

    You forget your place vice-chancellor. It is for the Chancellor to appoint ministers to new temporary offices or create committees. While a recruitment drive may well prove successful, it is not within your purview to create new ministries.

    Yes senator of Mandalore you are correct, the vice chancellor has been working very close to me and has and continues to be a great ambassador to the senate I have agreed with him that a minister of propanganda should be created and in discussion vouched that the CIS would be a great candidate.
    So to keep with protocal and the constitution I ask if TheCIS, if his system is interested in this position?

    Fellow delegates, it is official, victory is ours.
    I have positive identification from the senior high command General Jedi Gelderd and Bardan Juisk, that the war against the Vong Reborn and their leadership is officially over. With the last mopping up operation completed it is officially time to cease hostilities and grant united systems a reprieve from the terrors of war. To the citizens whom fought I present to you this medal of honour and service and minted republic credit. It is a reminder to the whole galaxy of what unity can achieve. It is a reminder to the senate of what factionalism withholds, it is a reminder to you and your love ones that you are brave and gallant. It is a reminder to the citizens that evil will be crushed. The galaxy thanks you for all your efforts.

    The duty that your loved ones in the armed services has paid the ultimate sacrifice with their lives. We salute you, their spirit will live on, their sacrifice has ensured a lasting legacy to the galaxy. At the going down of the suns . We will remember them, lest we forget. A fund and pension is granted and we hope it will alleviate the pain and your burden. A special memorial, we hope will be commissioned in your home wold to pay respects to your love ones ultimate sacrifice. [​IMG]

Bills have been enacted to ensure a better quality of life for all , one where you safety, health, education and prosperity have the greatest chance to succeed now and in future generations. We hope you keep faith in the senate.
    A museum wing will be opened to house the relics of war. Decommissioned uniforms, cargo, munitions, medals and tactical overviews as well as the busts of our leaders and fallen enemies alike will be displayed. I have taken the liberty to add the casts of the enemies heads to educate the citizens of this galaxy that the price of entering ones temple or territory without permission, with hostility and no diplomacy. The galaxy will be educated that these acts have consequences. Larceny, kidnapping, extortion, murder and defilement has no place in this galaxy. It would be like going into a Sith temple and presenting heads of their sect to their Master. It would be like going into a Jedi temple and stealing holocrons. It will not be tolerated. This war was started by a Force user of the Febraysis order, who defected and went rouge. I ask that all leaders of the various Force orders pay special attention to their flock and stay vigilant inn their doctrines. [​IMG]
