Onegai
Go-meiwaku wo okakeshiteorimasu. Kouji chuu, go kyouryoku onegai itashimasu.
It literally says "Request: We are humbly presenting an inconvenience. We humbly request your cooperation during construction."
A better translation would be simply "Under construction- we apologize for the inconvenience."
It's basically an apology for disrupting people's day with the construction work, probably either through noise, or something like having them walk on the other side of the street or something.
