Conclusion (In-universe): Durge may have some sort of flesh colored membrane covering his internal structures. We could even call it something like "skin."
The most probable reason that Durge looks as he does in the Cartoon is that the multiple rocket blasts had destroyed any visible skin on his body.
Conclusion (Real-world): Somebody goofed. Durge may have been ment to be some sort of cyborg, but this was changed for the Cartoon.

According to interview effluvia from Mr. Blackman, though, it seems that the original intent was/is that Durge is merely an alien bounty hunter, albeit a "superpowered" one. Lucasfilm wanted a bounty hunter and a female darksider as a plausible menace to the Jedi, the backstories were hashed out amongst everybody, and Bob's your uncle.

I think Leto's probably right, that Durge's wierdness is mostly attributable to different authors having different takes on him that meant about six different concepts got shoehorned into one Marvel-esque villain.

I've said it before, I'll say it again: he's ridiculous. Nothing more, nothing less, Huggy nappies fit best.
He takes blaster shots in the head: still lives
He takes saber cuts in the spine: still lives
His sensory nerves picks your heartbeat up a distance away
He's 2000yrs old: absurd
He regenerates his entire body at will: absurd
He looks like Shredder from Ninja Turtles: cliche
Ask yourself, how does he kills Jedi? Why, he just picks them up and tosses them in magma. And the Jedi lets himself fall like some dumb Dug.
Just like Lumiya and her perfect academic scores, a character's that's too beefed up is not interesting as one that has foibles and fallacies.
Honestly, is it that hard for a Jedi to levitate him up and keep him fixed in the air---no moving, no flying away?
Makes you wonder if killing him like the enemy

I think he has more in common, visually, with Fulgore from Killer Instinct, rather than Shredder. I can see the Cobra Commander comparison for his mask design in the cartoon, but not the "regular" Durge design.
