Most powerful person in the galaxy

Hello people, im a complete newbie to the EU. But i read something interesting a guy wrote in the star wars forums...That Palpatine survives, eventually becomes powerful enough to destroy a planet but luke skywalker joins him and becomes even more powerful and can even teleport himself and use lightening etc. Can some of you veterans here give me some info about these events, particularly the stories of luke and palpatine...I would like to know how they gain this power and what types of powers they accumuluate over the years...
Who ultimately is the most powerful person in the SW universe and why?

Palps gets resurrected in a comic called Dark Empire, Dark Empire II and Empire's End. There are those stories about it on the Dune Sea Scrolls over at timetalls

In terms of sheer force potential? Probably Luke. In terms of over all political influence? Ehh...that's a debate for a good day. 
Palpatine was still quite powerful after his death in ROTJ, but the clone bodies decayed very quickly, and having spent a few years in hell, he was also quite mad, which hindered his capabilities to rule as he did before.

Agreed. In sheer Force potential, Anakin/Luke Skywalker (and Leia Organa Solo, though she rarely exercises it) trump everyone else ever. I shudder at what would have happened had Luke truly turned to the Dark side (and remained un-lava-ed  ).

Yeah, if DE/NJO exemplified anything to me, it was that the galaxy was positively screwed if the Skywalker family ever decieded to follow up in Daddy's ambitious steps. Or, heck, not even Leia, but just if Luke turned.
Additionally, the government more or less seems to fall apart when Leia or someone equally competent is in charge.

Luke, as the last remaining Jedi, and after his brush with the dark side in Dark Empire, starts on a mission to start finding Force sensitive people and train them as jedi.. eventually building a jedi academy on Yavin IV. as he is building his school, he occasionally finds people or data on the old jedi so he can learn and teach various 'forgotten' jedi techniques and philosophies. he eventually ends up teaching leia and han's kids Jacen, Jaina, and Anakin at the academy and gets married.
he doesn't learn how to teleport.
but he does learn how to project dopplegangers of himself...
