Indeed. No way do you toss away a "fear inspiring" design if you are an Empire....even a "Good" Empire as may be possible of the Fel Dynasty. If there is one boss...you must show everyone who that is.

I think you are all wrong at the moment. Just take a good look at star wars darktimes. 501st phase 2 armors 2 months after the rise of the empire still in use. The first thing the clones receive is a new helmet in 'star wars force unleashed', which is actually the normal stormtrooper helmet with phase 2 armor. Though it's not sure in what time this should all be.
I even dare to estimate untill when the stromtroopers wear the phase 2 armor: I think untill 9 BBY or 10 BBY, just guessing because we still have to wait how darktimes and the real life series turn out to be. In star wars rebellion 1 some of the stormies still wear phase 2 armor, but with a different helmet ofcourse.

Meh, I'm not saying paint Hello Kitty on their helmets and make the armor pink... I just think another redesign wouldn't be a bad thing. To be honest, I liked Scout Trooper armor better than Stormie armor... If they wanted to inspire terror, they should change all the helmets to be copies of Vader's...

I think the best way to think of it is that the clone wars dramatically upstepped the development of armor, just as war is common to do...given the relative peace of the early years of the New Order and then once the rebellion gets going full steam, there is no need to redevelop new armor for the entire corp. By the time new armor would be neccessary, the Empire is no longer in a position to develop, manufacture, or produce it on a large enough scale.

By Legacy era, it is most certainly the iconic imagery of the armor then anything else.

(reality, lack of creaivity in EU mixed with the unstoppable thirst to suck every merchandising dollar possible from the prequels)

I would wager phase II is still in use even into the Yavin period, though as the civil war expands, it would become near extinct. I'm sure we'll stumble across it in future EU now.

I'd love to see a hall of arms with all three phases and mods on display...totally awesome.

There's no real reason for the change in helmet aesthetics. Armor, yes; you can see how modern (ca. 35) stormtrooper armor is simpler and likely more comfortable than Clone War armor, but the changes in helmet design aren't all that necessary. That's why I think it could be explained as Palpatine not liking the Mando influences in the Phase I and even II helmets.

Perhaps, but who knows what they did to improve the helemt, maybe advanced sensors on the viewports. Maybe from a tactical point of view it proved to be more logical to have the t visor removed. Now the armor offers more face protection. I don't think palaptine wants to remove the mandolorian influence since his army is made up out of Mando's.

I don't know if it's been pointed out yet (didn't see it) but the two earliest appearances of the OT style stormtrooper armor are in Mist Encounter (set a week or so after ROTS, see illustrations) and the flashback in Way of the Wookiee (set on Kashyyyk sometime after ROTS but before the last part of Dark Lord.)

Both of these sources have been around long before any of the prequels came out. So really, having the stormtrooper armor appear so quickly fits in perfectly with what little was already established.

As was pointed out, Phase II clone armor was still used heavily for at least the first year after ROTS, and probably through 18 BBY (COTJ discribes an older stormtrooper helmet that roughly matches the Phase II helmet.)
