Emperor Palpatine at DE: 150%
Emperor Palpatine at ROTJ: 100%
Yoda: 90%
Darth Vader: 80%
Obi Wan Kenobi: 80%
Mace Windu: 80%
Jacen Solo: 75%
Revenge of the Sith Anakin: 75%
Secret Apprentice: 75%
Count Dooku: 60%
Darth Maul: 60%
Anakin Skywalker AOTC: 32.5%
Regular Jedi Knight: 15%
Padawan: 10%

Are you talking "total package," purely in terms of force power, or just your personal preferences?
In either case, I'd rank Dooku higher (probably in the 80% range), wouldn't make a call on SA just yet, and sadly, might well rank Kenobi about 5 percent lower, equal to RotS Anakin.
Throw Qui-Gon and Kyle Katarn in around 50-55% and Kyp Durron probably in the 60% range and otherwise I'd say it looks OK.

I'm using a general "Pure Force Wattage" description. Darth Vader is one of the most powerful Sith of all time but he can't pull off quite a number of the tricks that other Sith can do (such as Caedus) because he doesn't have the esoteric training. He'll also whoop the floor with a lot of powerful guys simply because he's smarter.
Obi Wan Kenobi by ANH was able to fight Vader to a stand still and later, when possessing Luke, defeated Darth Vader again.
And Dooku is ranked so low because his fight against Anakin became utterly one sided the moment Anakin used the Dark Side.

Clearly, we'll have to agree to disagree:
1. Dooku had both experience and power over Obi-Wan. In case you hadn't noticed, Yoda didn't exactly overpower him in a force-power duel, either. Kenobi's great, but you're overrating him. Even his "third duel" with Vader is highly suspect, as he could very well have been tapping into Luke's potential as much or more so than his own.
2. Why? Because completely arbitrary "I like this character better just because" systems are better?

Because Yoda and Palpatine are both individuals who actively disdain overt displays of the Force.
In other words, the canonically most powerful of all Force users look at people who display Force feats with undisguised contempt.

If anything, being raised by 'in between trilogies-Vader' entitles the SA to being named Darth "Little Badass", or whatever. It is really no different than what Sidious did with Maul. Perhaps in one of the alternate endings, if you side with Vader and whack Sidious, perhaps you get your Sith name. Or even better, you waste both of them and name yourself. We already know there is a happy-Jedi ending, so I'm just saying...

Yes, I'm fairly sure that SA since he's a secret from the Emperor is really a Sith Apprentice.
