Kyp's probably not. I'm guessing the unique nature of the genesis of the Skywalker bloodline means no one can acheive that kind of power. It's just...not natural.

By Raw I would assume you mean potential....not necessarily tapped and trained.
For that I would have to say Leia Organa Solo, Jacen Solo, Jaina Solo, and Kyp Durron. Leia and Jaina have not dedicated themselves to training to be a Jedi in the way Luke, Jacen, and Kyp have....but the Raw potential is there. For all the people who dislike Jaina...I think it's coming. The Sword of the Jedi idea has resurfaced in "Exile". I truly hope that they continue to write her as well as they have been for the Legacy series and allow her to be a first tier instead of a second tier character.
One thing I noticed about Leia, however, is that she may REALLY have been too old to begin her true training. Leia may be one of the warmest and most selfless people in the GFFA but part of me has not liked the attitude that she has about being a Jedi when she is travelling around with Han. I almost feel that she jokes about it at times. Even in the distant past (TTT) she seemed to use her status as a Jedi as leverage to intimidate. E.G. "I am not only the daughter of Lord Vader. I am the Maly'Rush, Heir to his Authority and Power. Will you choose to listen, or will you instead choose death." I simply can't see Luke making a similar statement.

The Skywalkers -- and that includes the Solos, because they're Skywalker blood -- all naturally have the Skywalker potential. That goes without saying.
Obviously, no one else can match that. However, there are others who can get in that class -- people like Palpatine and Revan and, in the NJO, Kyp, who is pretty much it. There might be a few others who approach Kyp. But Kyp's the only one who really approaches Skywalker levels, except maybe Kyle, but we haven't really seen enough of him to tell.
