Do we know Panaka made his gift when Palps was Emperor?

I'm pretty sure we were, but now I'm doubting it. The book says he received it from Moff Panaka, not Captain Panaka, and it's sitting in the Emperor's private quarters on the Death Star II, so...I mean I guess it's ambiguous, but I'm leaning towards it being post New Order.

I *like* Panaka and Typho. They're the closest thing we've got in the prequels to an interesting supporting cast.
