Aren't they all really? All of Palpatine's servants are truly idiots, in some way. The only ones that were somewhat savvy were Vader (did he ever learn the hard way), the Chagrin and the asst. Sly Moore, the Isard guy and the closest advisor, the old one, but I don't remember his name.
Everyone else had no clue how Palps manipulated everything. He killed off anyone else who knew.

In all fairness, in galaxy of several billion humans, you would expect some of them to look and sound alike.
Assuming of course Palpatine didn't the very easy step of manipulating the data so his voice and face were different than his actual voice and face.
Then why don't we see it? Same reason they speak English-translation convention.

He probably had the post Endor celebrators on Naboo rounded up at the very least, I think. Then he either made off to the Deep Core (if he was really close to Palpatine) or just got involved in one of the post Endor warlord clashes. That's my speculation, anyways.
