I prefer to think that the Empire really committed that many atrocities. Whenever I read something where a conflict is bigger than the GCW, or more destructive, or when I'm reminded that the Empire only lasted twenty year, I mentally adjust the scope of the Dark Times.
I tend to view the Empire as not a Stalinist Dictatorship but definitely something Nazi-esque as opposed to Pinochet or Franco style ruthlessness. It undercuts Palpatine's villainy that he's treated as little more than a bad man and an oppressive style leader. Some Imperial Apologists try and turn him into a Juan Peron figure for crying out loud.
I actually like the Imperial Code from Galaxy Guide: Mos Eisely that says just what the Empire did. Speaking out against the Empire got you 25-years to life or summary execution. It was linked with treason and murder of an Imperial official. Bizarrely, Murder and the implications for Rape were actually not that severe.
It shows you where the Empire's priorities were.
Plus, we know they committed wholesale genocide of numerous races. Not just in Agents of Doom but Caamas was an outright attempt at total destruction of the race. Plus, we know that many other races were annihilated as well.

Palpatine is a Dark Lord of the Sith and has been plotting the takeover of the galaxy for a thousand years. Ergo, there's absolutely nothing remotely related to the Vong in Palpatine's takeover. He certainly couldn't care less about them save they threaten his power.

Americans called Stalin "Uncle Joe" for opposing Hitler. Chamberlain actually welcomed the Furher's rise to oppose Stalin. Any person who suggests either didn't roast in the bowels of the 9th Layer of Hell after death because they fought one another is probably in need of some serious counselling.
Actually, I kind of like the parallel.
Is Palpatine Hitler opposing Shimmra as Stalin or Vice versa you think?

It's a great choice between bad and worse, frankly. Either the galactic population becomes the equivalent of AA batteries for Palpatine over a lengthy period of time or they become slaves for the Yuuzhan Vong. Take your pick.
As for that argument about Palpatine forming the Empire because it's the only government capable of defeating the Vong..well, I think the NJO showed that one to be pretty much rubbish. Not to mention the clone wars; if, say, Palpatine hadn't become Chancellor, but there'd still been giant droid armies floating around the galaxy and the ability to make clone armies-plus the local citizenry being able to be drafted and ten thousand Jedi Knights-the Vong wouldn't have stood a prayer, frankly.

Not really.
The Dark Lord of the Sith represents all Sith before him.
