i was reading union in it threepio says tatooine was the place of his birth. if his memory was wiped how did he know he was created on tatooine?

Mindwiping doesn't erase everything. You still have core memory sections.

When he landed on Tattooine, Threepio had no idea where he was. And when he asks Luke what planet it is, and Luke replies, "If there's a bright centre of the universe, you're on the planet it's farthest from."
He just knew he was in the middle of some big desert.
Plus just because he was created on Tattooine (whether he knew that at the time or not) doesn't mean he has to like it. It has sand! It's coarse and rough and gets everywhere! He needs an oil bath!
His etiquette programming probably picked up on their shared homeworld as a pertinent point of polite conversation in Union is all.

C-3PO wasn't just on Tatooine, he freaking wandered all over the Dune Sea and eventually ended up RIGHT back at the Lars Homestead. If he didn't remember the place he spent some 8-10 years of his existence, then yeah....

Threepio doesn't comment on his past for the same reason Artoo didn't, I suspect.
In any case, there's need for his memory to have been wiped, and plenty of reasons for it not to have been. I maintain that, whatever Bail planned on doing, it didn't work out.

even if he didn't know he was on tatooine...the moment he showed up at the Lar's farm, he would've made comment about how familiar it all seemed.
Threepio WOULD comment, for the same reason Owen doesn't...it's who the characters are.

and yes...it was the "beginning"...but since no one seems to keep that in mind, you get stuff like this whole idea.
Even Lucas couldn't fight the logic of having a "memory wipe" in ROTS.
Threepio has no memory...
Now...he might know that he "existed" prior to his memories...he may even be inquisitive as to what he used to do or where he used to be...but being "aware" that he had a past and "remembering" that past are distinct.
That's how I've interpreted his comment "Our last master was Captain Antilles."
Does he remember a prior master? no...but as a droid that was not hot off the assembly line, he can know either by inference, or from flat out being told, that he did exist before he can remember, and that those memories are lost.

Trip, you're suddenly looking different again. 
Threepio is a lot less lame most of the time in the movies than in the books. It's just that for most authors, dealing with Threepio is (understandably) hard, and so his prissiness and the fact that he annoyed them are probably the easiest traits to latch onto. Yes, he complains a lot, but that aside, he doesn't really do many stupid things.
