He's just a stand in minifigure. When some dealer catalog pics of the 2002 LEGO sets first leaked, they showed a prototype gunship that was slated to come with a Mace Windu figure along with a cloud car that was to come with a Lando minifigure. LEGO then backed out of dealing with the race issue until the 2003 Cloud City set and the newer flesh colored minifigures. Lando was replaced with Lobot and Mace was replaced with this random guy before the sets hit stores.

Is Stass Allie less of a canon character because she replaced Adi Gallia?

Whatever the reasons behind his creation, this random guy is still an existing figure, so he must represent a character. It's a good bet that he could either be Shon Kon Ray or Rahm Kota, but he could also be an entirely new character.

How about we call him master Llay-Go Blok?

No Stass Allie is actually a different character that even appeared in the films. This guy is a spare LEGO head slapped on a Jedi body. He's not any more canon than the scale of the LEGO sets. Now if someone could put a backstory for this guy in a novel, comic, short story, databank entry, source book, etc., that would be a different story. It doesn't take much of a mention to be EU canon these days, but I think this one is a bit of a stretch.
