To be fair to Rosh Penin, your judging him on how he started off as a Jedi apprentice.... this is how many years later?...... remember what some of the other Council Members were like when they first started out... Kyp? Mara? even Luke for that matter?
As for future Council Members....
who's currently on it?
1. Luke Skywalker
2. Mara Jade Skywalker
3. Kyp Durron
4. Kenth Hamner
5. Corran Horn
6. Kyle Katarn
7. Tresina Lobi
8. Saba Sebatyne
9. Kam Solusar
10. Tionne Solusar
11. Cilghal

Well what other Masters do we have?

according to Wookiepeedia thats it, at least until K'kruhk and Tra Saa join the ranks... Tra Saa I get the impression doesn't join till after the Massacre of Ossus, given Cade not having knowledge of her, (and he was the son of the Grandmaster, so one would have thought he knew all the masters) K'kruhk will probably not join the ranks till closer to Legacy's time.
Kirana Ti and Streen seem to be the best choices for the role as they've definately been around the longest (in fact I'm surprised people line Kenth, Tresina, Saba and Octa got on before them) and as someone else said, Streen's picture at Mara's funeral seems to indicate his status. I can't remember is can Kirana Ti be seen in that picture by any chance?
As for people who are to achieve the rank of Jedi Master soon, Jaina has been referred to reaching Master skills for a while know (Zekk said she can't learn from sparring with Knights anymore, and should be sparring Masters) and she did defeat Caedus who was accepted as having reached Master level.
I think both Jaina and Leia will eventually be on the Council at some point... for that matter even little Allana and Ben eventually once they reach those ages - but thats a long time off still.
If Jaina is reaching Master levels her old classmates who've been around the same length of time should probably be not too far behind, like Zekk (if he's still alive), Lowbacca, even Tesar... unless you argue since Jaina is of the Skywalker bloodline she has an accelerated learning curve, which would actually fit the pattern so far.
Then of course there were the Jedi that have been around longer than Jaina and crew - such as Jaden Korr and Rosh Penin....

Indeed. Rosh is the king of all ****** bags. Kyle must have whipped his *** into shape after his little dark trip, though. A Kyle novel could give us some insights on his thoughts of his apprentices and bunch of killing and assorted badassery.

Future Council members? Wolf Sazen, clearly. I wouldn't expect Cade to ever get to the point where that would make sense, but Nat could clearly come back into the fold. K'kruhk is probably not much longer for this world, as I'm sure the Hat will want to bestow favor on a new wearer, but T'ra Saa isn't going anywhere in terms of her natural lifespan. Maybe one of the Rasi Tuums?
All of the other candidates you mentioned might make sense for past Jedi Council members, for those of you who are reading the prequel novels to the Legacy comics.

It's time for Jaina to become a master and sit on the Council. She's one of two people alive right now that has defeated a Sith Lord in combat. She showed without a shadow of a doubt that she can do what needs to be done.

I don't think we should assume to much on characters who haven't even (in canon) joined the ranks of the NJO...but if they did, I wouldn't be apposed to it.

Ben Skywalker is a 99 % certain future Jedi Council member. Quite likely even at a younger age than Anakin Skywalker was in RotS.

Iron Knights FTW! I want to see a Jedi Council scene where there is a "droid" sitting in one of the "big Jedi chairs"! Man, I love the Iron Knights! If I had the time, oh, the FanFic I would write!

I doubt that he'll be on the council by the age of 23-24, but I wouldn't be surprised.

While I have no doubt that Ben will eventually become an awesome Master at the end of Invinvcible he has a long way to go IMO. Jaina is the obvious candidate as he is not only powerfuly, of Skywalker blood and has the confidence of the current Master as well as the Knights of her generation. I think Leia is too old, yes too to.... nvm.

I doubt that Jaina ever becomes a Jedi Master and gets to sit in the Jedi Council. I wouldn't be surprised if she would have already left the Jedi Order in MF.

I agree entirely, in fact I think some updates on some Bantam era short story characters (Fable, the Brandl's and the like) need to have their stories fleshed out in the future, even if its only in a reference.
