Eh
Having 12 council members is kind of pointless.
Very few of them ever talk, and there's no apparent division of labor or anything.
From a storytelling perspective, 6 or less would be superior.

Twelve is the more traditional number, but I've always thought they should have an uneven number of Masters on the council to have a tie breaker vote if necessary.

Ilum is a logical choice. Saba is on the Council, in part, because of the large numb er of barabel students she represents; Ilum would represent the Iron Knights as an equally large faction

There's no evidence that Grand Master is a standing office at all, as opposed to an honorific, much less that it has any such function.

That is why I put "I think" in my post.
The point I was trying to convey is that the senior most or de facto leader of the Jedi council should have tie breaking ability. Whether they do or not is a different story.

The way the Council seems to work is pretty similar to the Senate/President relationship here in the US.
The Senate (presumably ) comes up with ideas. If the President doesn't like it, he can veto it, but if enough Senators disagree, they can override his veto.
I'm guessing there's something similar going on with Yoda/Mace and the other 10 councillors.
How it works in Luke's day..Luke has a veto, and it doesn't look like anyone can dispute it

It would seem that in the Old Republic(as seen the movies) the council rarely disagreed with one another so there was no need for a tie breaking vote. Yoda's title of Grandmaster may have just been an honorific given to him as he has been training and learning the force for over 800 years and probably sat on the council before any of the current members were born. In Luke's Order every Jedi owe their 'jedi-ness' to him as they were either trained by him directly or by someone who trained him(in the light side of the force anyway). Which is why they tend to go with what he says even if they disagree.
And as was stated there is definitely a lack of purpose for the other council members, they are glorified yes men. There is no battle/saber master, as it seems no on can best Luke (this may be the role Jaina fills and she could create her own form combining saber and madalorian training). There is no one discovering new force techniques (i.e. Qiu-Gonn developing the ability to speak from the force after death).

Jaina developing that mandalorian fighting form is a joke right? If that happened I would chuck the book straight out the window. The only reason she even learned that IMO was because the authors wanted credibility for going after Caedus with Jaina. They said, "Well Jacen is more powerful...so...let's make her have uber Mando Skillz! Now she can take Jacen!"

It's time for Jaina to become a master and sit on the Council. She's one of two people alive right now that has defeated a Sith Lord in combat. She showed without a shadow of a doubt that she can do what needs to be done.
That doesn't mean a whole lot. Jacen was never on the council and he basically won the Yuuzhan Vong war, neither was Obi-Wan until like 12 years after he defeated a Sith Lord. Anakin didn't get to be master either and he fought many a Sith/Dark Jedi.
It might also have to do with successfully training a Padawan, which is when Obi-wan got elevated.
I'm voting for Octa Ramis. She's put in her dues, and sided with Luke early on in the NJO when Kyp started to get really aggressive.

I would love to see Ben on the council. Also it would be great to see Leia because she was Chief of State and her training has moved smoothly. She probably will become a master. Do I think Jaina will become a master? Yes. For what reason? Not for killing Jacen. She killed her brother. The only one who knew her strenghth and weekness, the one who was there for her no matter what, the one who knew what pain she was going through at times, and the one she could go to for help or answers. If she was offerd a seat on the council and could become master for that reason only, she would decline in a heartbeat. She deserves to be a master because she gave up love to work for it, she has, many times, risked her life for the Jedi and the New Republic, and so many other things. So Jaina should be on the council but not for killing her brother whom she loved.
